我国报纸向不注意国际间事,外交常识可云绝无.每遇交涉,则手忙脚乱,恒不能导民众入有利之途.上者为外人宣传而不自觉,下者则以受外人之津贴为得计.言念及此,不寒而栗矣.虽然民国以来,报纸对于社会,亦非全无影响.如人民阅报之习惯业已养成,凡具文字之知识者,几无不阅报.偶有谈论,辄为报纸上之记载.盖人民渐知个人以外,尚有其他事物足以注意.本来我国人对于"自己"之观念甚深,而对于社会国家之观念甚薄."各人自扫门前雪,休管他家瓦上霜"之消极人生观,实为我民族积弱之由来.今则渐知自己以外,尚有社会,尚有国家,去真正醒觉之期不远矣.且人民因读报而渐有判断力,当安福专政时代,报纸多为收买,凡色彩浓厚者,俱为社会所贱恶,而销数大跌.年来报纸之主张不时变易者,虽竭力振刷精神,而终不得社会之信仰.是可见阅报者之程度日见增高,能辨别孰真孰伪,孰公平而孰偏颇.宣传之术,不容轻售矣. 此外,报纸之作用,已为一般人所审知.故一家庭有报,一学校有报,一商店有报,一工厂有报.一团体有报,一机关有报.其不能有报者,亦知借他报以发抒其意见.即就报界自身言,亦知经济独立之重要,而积极改良营业方法;知注意社会心理,而积极改良编辑方法.不过自本国言之,似比较的有进步;若与欧美之进步率相比较,则其进步将等于零.至此,吾不能不希望我国报纸之觉悟,吾更不能不希望我国报界之努力!

虽然，自狭义言之，《春秋》纪已往之事，仅为一种良史，似不能谓之报。故本书之言官报，仍自邸报始。至《春秋》以严谨之笔，定大公之予夺，故“《春秋》作而乱臣贼子惧”，乃后世报纸纪事之极则。吾人时遭丧乱，痛舆论之萎靡无方而愈为向往不置耳。

光绪二十四年七月孙家鼐奏：“本月十六日工部主事康有为转传军机大臣面奏谕旨，‘将筹办官报事宜与孙家鼐说。’臣询之康有为云，时务报之设，经费皆由士夫捐助。进改为官报，则无人捐款。此报前经湖广督臣张之洞等札行州县阅看，每州县每年报费共银四元，未便骤增至十二两。”

我国之有《官报》，在世界上为最早，何以独不发达？其故盖西人之官报乃与民阅，而我国乃与官阅也。‘民可使由，不可使知’，乃儒家执政之秘诀；阶级上之隔阂，不期然而养成。故《官报》从政治上言之，固可收行政统一之效；但从文化上言之，可谓毫无影响，其最佳结果，亦不过视若掌故，如黄顾二氏所为耳。进一步言之，官报之唯一目的，为遏止人民干预国政，岁造成人民间一种“不识不知顺帝之则”之心理；于是中国之文化，不能不因此而入于黑暗状态矣。
